Suggestive map: subnational networks
Thanks to @alfred_twu for this 2020 map identifying coordination among states on COVID policy. The gerrymandered states and more democratic states (in two senses) followed distinct paths. Cities and counties built alternative alliances. Harris County in Texas had to struggle with the state government over public health measures.
It’s an oversimplification, but states with substantial American Legislative Council influence seemed to prioritize business profits over public health.
Consider this 2013 map developed by Molly Jackson, formerly at Brookings. ALEC seems to have managed 100% penetration of some state legislatures.
